KPK police Standing order Driver license
The Inspector General of Police Khyber Pakhtunkhwa Nasir Khan Durrani issued a Standing Order today making obtaining of Learner’s permit mandatory prior to issuance of driving license. The order has been issued to address the public grievances expressed on the occasion of visit of the IGP to the office of Deputy Inspector General of Police (Traffic).

The object of the order is to prevent the arbitrary exercise of powers in issuance of driving licenses and to ensure the protection of life and property of citizenry against damage or loss caused by inexperienced and untrained drivers.

According to the new order the Licensing Authority will not be able to issue any kind of driving license to any applicant who is not holder of a learner permit for respective category of vehicle. The condition of learner permit is made mandatory to prevent issuance of driving license to inexperienced / untrained drivers who may cause loss or damage to life and property of others. The learner permit shall be specified for the category of vehicle in respect of which application for driving license has been preferred, that is, Motor Cycle, Motor Car, LTV, HTV, PSV etc.

The holders of a learner permit will be eligible for appearing before the testing authority on completion of six weeks (42 days) provided he fulfills all other requirements to be qualified for holding a driving license as specified in the Motor Vehicle Ordinance, 1965 and Motor Vehicle Rules, 1969 or any other law for the time being in force. However, the leaner’s permit shall be valid for a period of six (6) months.

However, the holder of a driving license issued by Army authorities; holder of a driving license issued by an officer authorized by the Government under the Motor Vehicle Ordinance, 1965 or any other law for the time being in force; holder of a license who has failed to renew it within stipulated time and holder of a foreign driving license are exempted from obtaining learner’s permit.

This new policy to formulate a swift, uniform, transparent and credible process is another good step of KP police for the welfare of citizenry.
